The paper briefly analyzes the problem of space debris in the near-Earth space and presents the causes of this problem and risks associated with it. It reviews methods in tracking space debris objects in the geostationary and mean orbits, and provides structural analysis of the system that would ensure this process. The paper considers four main methods for monitoring the geostationary orbit area and forms a general functional and technical structure. A detailed list of functional and technical requirements is developed for the designed space monitoring system that tracks space debris objects in the geostationary orbit.
