Actual problems in the rights management system influence on reasults of the intellectual activities directly related to provision of protection and security

The paper considers features of the rights management system influence on the results of intellectual activities directly related to provision of protection and security. In particular, high level of the state participation in managing the rights to such intellectual property was noted. Besides, the paper describes problems arising due to this specificity, including state monopoly, special legal regime in protection of the intellectual activity results, issues of timeliness and ensuring the intellectual property transfer from military to the civil sphere and vice versa, as well as low economic interest of the authors. Proposals were formulated to improve the rights management system influence on the specified results of the intellectual activity.
